Lusaka City Council (LCC) has been driving the project “Building Capacity for Urban Development and Effective Land Tenure Management in Lusaka” with funding support from the Swedish Embassy in Zambia and with technical assistance from two Swedish consulting companies, Swedesurvey and Sipu International since 2007. The main objectives for the project have been to:
Improve service delivery by Lusaka City Council  (LCC) leading to better living conditions for the poor
Secure land tenure for especially the poor residents in the LCC wards.
The assignment has built capacity in improving finical, organizational and technical ability of the LCC to efficiently deliver transparent public services to Lusaka residents. Furthermore, the project results have also covered improved ability in the wards to plan and articulate development needs, carried out physical improvements based on community determination and increased the revenues to LCC by implementing improved services regarding registration of land rights administered through LCC and by supporting the ongoing valuation roll of properties within the Council.
The project has now come to an end, which was confirmed through a dissemination seminar held 12 December, 2011. The seminar hosted about 100 guests coming from many other Zambian Councils with the aim to hear about the project outcomes and discuss how they could adopt similar approaches within their own jurisdictions. The seminar was successfully carried out and the participants confirmed that the day contributed a lot to their insights in how to build capacity within their own organizations.
