Mongolian delegation visits Lantmäteriet

A delegation of 9 officials visits Lantmäteriet this week. It is a study visit by the Inter-Ministerial Working Group on review of the land laws. The study visit is included in the institutional cooperation project between ALAGaC and Swedesurvey. The delegation will visit Ministry of Sustainable Development, Municipality of Stockholm, Lantmäteriet in Gävle, Mining Inspectorate in Falun, Land Register Authority in Mora and KTH.

The delegation is lead by Mr Radnaabazar Raash – Member of the Parliament.
He is accompanied by Mr. Auketai Murat – Member of the Parliament, Mr. Tsedev Dashdorj – Deputy Minister of Construction and Urban Development, Mr. J. Amarsaikhan – Legal Advisor to the Minister of Construction and Urban Development, Mr. B. Bayarsaikhan – Deputy Head of Land Management and Title Registration Policy Coordination Department, MCUD, Mr. T Tsolmon – Head of Legal Policy Department, Ministry of Justice and Internal Affairs, Mr. V. Enkhtamir - Officer at Land Management and Title Registration Policy Coordination Department, MCUD, Mr. G. Davaadorj – Head of Strategy Planning and Coordination Department, Ministry of Food and Agriculture and Mr. B. Chinzorig – Project Manager.

Kick-off for the EU Tacis project Land and Property Policy Reform II, Russia

Swedesurvey is Team Leader for a consortium which was awarded the contract for the EU Tacis project “Land and Property Policy Reform II” in Russia.

The project is for two years and has a budget of 3 million EUR. The overall objective is to support the Russian cadastre agency Rosnedvizhimost in their implementation of the Federal Target Programme 2006-2011 which is aimed at establishing a nationwide immovable property cadastre system.

Other objectives are: (i) address the systematic problems of generating local funding for reform initiatives through introduction of market-based land and real property taxes, (ii) improve the existing legislation concerning immovable property cadastre, mass valuation of real property and mortgage usage, (iii) improve the coordination of Rosnedvizhimost with agencies in charge of registration of real property rights, collection of property taxes, regional and municipal authorities, (iv) support the development of a national spatial data infrastructure and (v) improve land use management and establish links between the immovable property cadastre system and cadastral surveying and land use management.

This week another delegation from Mongolia is visiting Lantmäteriet


This is the third delegation visiting Lantmäteriet in three weeks. It comprises heads of 15 regional offices (Aimag).
The Aimag centre furthest away is 1,900 kilometers away from the capitol Ulaanbaatar.

The delegation is lead by the Head of the Land Management Division, ALAGaC, Mr Chultem GOMBOSUREN, seated fourth from left.

The activity is included in the programme for the development cooperation between ALAGaC and Swedesurvey funded by Sida

This week a delegation from Mongolia is visiting Lantmäteriet


The delegation comprising 14 officers from the State Title Registration Department of ALAGaC (Administration of Land Affairs, Geodesy and Cartography) is making a study visit at Lantmäteriet. The delegation is lead by the Head of the State Title Registration Department, Ms D Dolgormaa. The delegation will be visiting Lantmäteriet in Gävle, Mora and Falun as well as the Land Register Authority in Mora.

The activity is included in the programme for the development cooperation between ALAGaC and Swedesurvey funded by Sida.

Study visit from Directorate of Survey and Mapping Namibia,
30th January to 3rd February 2006


Mr Shipena, Mr Okafor, Mr Makaza, Mr Ulf Hedlund from Lantmäteriet, Mr Hedin and Ms Holland from Swedesurvey at a visit to the Map Shop “Kartbutiken” in Stockholm.

Swedesurvey had the pleasure to receive a delegation from the Directorate of Survey and Mapping, Windhoek, Namibia which falls under the Ministry of Lands and Rehabilitation. The visit took place at the beginning of February.

Mr Hannu Shipena, Under Secretary for Ministry of Lands and Rehabilitation, headed the delegation and he was accompanied by Mr Uzo Okafor, Deputy Surveyor General and Mr Taruwona Makaza, Chief Survey, both from the Directorate of Survey and Mapping.

The objective of the study visit was to introduce Mr Shipena to the Swedish national mapping organization, Lantmäteriet (National Land Survey of Sweden). The delegation also had the opportunity to discuss the on-going projects at the Directorate as well as see what progress has been made in the use of GIS in the Swedish society through a visit to the Municipality of Gävle. A visit was also made to the University of Gävle where there are 5 students from Namibia right now studying for their Masters degrees. 4 of the students are from the Directorate.

The study visit was carried out within the framework of the integrated projects Development of a Digital Cadastral System for DSM and Capacity Building Programme for DSM.

Study visit from Mongolia

Swedesurvey is hosting two delegations from Mongolia who are undertaking a study visit to Lantmäteriet.

Mr A. Khurelshagai is heading a delegation of 12 officers-in-charge from the central and regional ALAGaC offices. Mr B. Enkhbayar is heading a team of 7 officers from the Department of Administration of ALAGaC HQ.

The objective is to study the involvement of stakeholders and their roles in a dynamic real property market in order to “put land into economic use”. The delegations will be informed about the operation of Lantmäteriet at central and local level. Visits will be paid to the Cadastral Authority of Uppsala Kommun, the Land Register Authority in Norrtälje and a bank in Gävle.

The study visits are included in the ongoing development cooperation project between ALAGaC (Administration of Land Affairs, Geodesy and Cartography) and Swedesurvey funded by Sida. It is a 2 year program from June 05.

Launching of Urban Management Land Information System (UMLIS) project in Ghana

The project for developing an Urban Management Land Information System (UMLIS) for a selected pilot area in Accra , Ghana , was officially launched the 1 st of February 2006. The launching took place at the Assembly Hall of the Accra Metropolitan Assembly. The event was well covered by the Ghanaian media and in total about 125 persons was invited.

Speeches by the Minister for Ministry of Local Government and Rural Development, Hon, Charles Bintin, the Deputy Minister, Hon Abraham Dwuma Odoom as well as by the Metro Chief Executive of Accra Metropolitan Assembly, Hon Stanley Nii Adjri Blankson all emphasized on the major importance of the project for the development of the Assemblies in Ghana .

Speeches were also made by Mr Åke Finnström, Export Coordinator, Swedesurvey and the National Land Survey of Sweden and by Mr Kwame Awonyo, Director GEO-TECH Systems Ltd. Swedesurvey's local partner in Ghana .

The main objective of the project is to develop a system for local governments in Ghana which will contribute to a more efficient collection of land rents. Procedures for revenue management will therefore have first priority in the development. However, the system will be designed to be scalable, replicable and allow for added functionality. Main components in the project are system development, data capture, pilot test and capacity building.

Swedesurvey`s New Marketing Director


Ola Wennerby

Today Mr Ola Wennerby was appointed Marketing Director for Swedesurvey.

Mr Wennerby has been employed as Area Manager at Swedesurvey for many years and has, therefore, a lot of experience of the international market. He will have overall responsibility for marketing and sales and will also be a member of Swedesurvey´s Management.

Study Visit from from Serbia/Montenegro


The Director General of the Republic Geodetic Authority of Serbia/Montenegro Prof. Dr Ivan Aleksic and his management team together with Mr Stig Jönsson, Director General of Lantmäteriet, the National Land Survey of Sweden, Mr Hans-Erik Wiberg, Managing Director of Swedesurvey and Ms Andja Zimic, Project Manager, Swedesurvey.

This week Prof. Dr. Ivan Aleksic, the Director General for the Republic Geodetic Authority of Serbia/Montenegro, is visiting the National Land Survey and Swedesurvey together with his management team.
The visit marks the beginning of a three year long period of institutional support to the Republic Geodetic Authority in which questions of leadership, organisational development etc. in particular will be addressed.

ArcCadastre Training Course in China

A 10 day long Arc Cadastre training course has been held in Shijiazhuang, Hebei province. The participants were from different departments of the Land Bureau of Hebei province.
The training course was held by Maria Novén, Metria and Erika Gustavsson, Swedesurvey.
