Development of the Cadastral System in Armenia
Background
Contacts between Armenian Land Management Agencies
and Swedesurvey were first established in June, 1996 when a delegation
from Armenia visited Swedesurvey. In 1999 negotiations started to organise
an institutional cooperation project between the State Cadastral Committee
(SCC) and Swedsurvey. SCC had then been established as a governmental
agency responsible for cadastral procedures, registration and mapping
of real properties in the republic of Armania. The project was supported
and financed by Sida, the Swedish International Development Cooperation
Agency. Project activities started in March 2000 and will be going on
until 2006.
Objectives
The overall objective is to establish a well-functioning
real property market to improve the market economy in Armenia. This shall
be done through a new and effective cadastral system utilising modern
technology. It is also an objective to increase income from land fees
and taxes.
The different activities of the projec twere
from the beginning establishment of a geodetic network through GPS technology,
digital cadastral index maps, valuation and taxation, training centre,
aerial photography and land consolidation. The project also includes
study visits to Sweden and seminars in topics related to those activities..
Before the closing of the project there will also be information to users
of the cadastral system as well as proposals on financing of the system.

Provided services
Swedesurvey have been supporting The State Committee
of the Real Property Cadastre of the Government of the Republic of Armenia
with experts in cadastral index maps, surveying, GPS, geodetic networks,
land consolidation, valuation, aerial photography and training management.
The experts come mainly from the National Land Survey of Sweden. They
assist the client through training, seminars and advise during visits
to Armenia. Everything is documented in numerous reports on the different
issues.
Current and future activities
The first phase of the project finished in the
first quarter of 2003. A second phase will go on until early 2006. In
this second phase a new component will be introduced, namely real property
registration, which has been a request from the SCC and which is also
supported by the World Bank project on Title Registration. Aerial photography
and digital cadastral index maps have come to an end as far as Swedesurvey
involvment is concerned. Otherwise the project will go on with the same
activities that were mentioned above.
