Establishment of a Land Management Training Centre
in Georgia.
The overall project objective is to support the
establishment of a well functioning real property market that can support
economic growth and sustainable development in Georgia. The project
objectives are to strengthen capacity development within the land administration
organisations in order to achieve a sustainable land administration
sector in Georgia.
Five Georgian trainers are selected based on nation-wide
advertisement and test results. The trainers gradually increase their
part of the training in order to be able to hold courses independently
on completion of the project. The training centre provides training
for staff at the local offices of the State Department of Land Management
as well as for other actors within the administration sector. The training
centre and Georgian trainers are also available for training activities
included in other projects, such as those carried out by the World
Bank, KfW, GTZ and UNDP.
The centre has a close relation to the Technical
University in order to further strengthen its status and secure sustainability.
The centre is equipped with everything necessary for studies in land
administration, such as satellite receivers, total stations, computers,
software for cadastral mapping and GIS, digitisation tables etc. It
is planned to hold courses on a commercial basis during the second
part of the project.
Another component is office management which are
essential to strengthen the efficiency at the local cadastral and registration
offices. Poti district is chosen as pilot area and the outcomes are
disseminated to the other district offices through training campaigns
at the training centre.
Besides the capacity building, the project also
supports a German project (run by KfW) by providing senior expertise
in GPS for the elaboration of a concept for establishing permanent
reference stations for satellite observations, to be used for cadastral
surveys.
Type of services provided
Besides refurbishing and equipping the training centre with computers,
software, cadastral survey instruments and presentation tools, the
support consists of technical assistance for training of re-trainers.
The fields of competence covered by the experts are: rights registration,
land legislation, property formation, land consolidation, valuation
and taxation, land use planning, management, GlS, GPS, cadastral survey
and mapping.
The experts come from both Swedesurvey (8 people)
and Lithuania (5 people). They elaborate course modules and hold courses
together with the Georgian trainers who will gradually take over the
running of the courses. Swedesurvey also provides the management of
the Training Centre with the support required to increase efficiency
and to obtain a higher degree of self-financing.
Besides the capacity building components Swedesurvey
also provides extensive technical assistance to the office management
component in Poti as well as to the elaboration of a concept for establishment
of permanent reference stations for satellite observations
