Swedesurvey AB, financed by the Swedish International
Development Co-operation Agency (Sida), has been
supporting the land reform, land management, and
development of
land administration in Lithuania
since 1991. The support is now being phased out during
2003.
The support has consisted of these main components:
- Support for the land reform and the land management:
- Training and transfer of know-how;
- Introduction of modern cadastral surveying and mapping
techniques;
- Aerial photography;
- Orthophoto production;
- Support for the development of the Land Information
System in Lithuania
Support for the land reform and land management
In 1991, the first training course for Lithuanian
staff on Land Management and Cadastral System took
place in Sweden.
In 1992, introductory courses on legislation, land
management and real property valuation was conducted
in Lithuania and a feasibility study on Lithuanian Land Administration was
carried out
During 1993-1994:
• Training to use modern field surveying techniques
to support the land reform,
• Introduction of Auto-Ka PC software for cadastral
needs.
During 1995-1998:
• Training and transfer of know-how to the land reform
managers and specialists regarding the land management
and the Role of Swedish Cadastre in a Market Economy;
• Training of specialists in the following areas:
• System development
• Real property registration
• Graphical systems.
During 1999-2000.
• Training of specialists
- Database management,
- Communications issues,
- System security and personal integrity,
- Mass and individual property valuation.
• Cadastral Surveying and Mapping
- New methods of cadastral surveying in the field were introduced,
- Automated data collection in the field has been introduced and automated
drawing
of cadastral maps,
- Survey equipment, geodimeters and computers were bought.
• Aerial Photography
- In 1995-1998 the aerial photography was made for the area of 58,8 thousand
sq.
km or covering 90 % of the territory of Lithuania.
• Ortophoto Production
- Totally: 2 236 analogue and digital map sheets (80% of the territory of Lithuania)
were produced.
Support for the Development of the Land Information System (LIS) in Lithuania
• Support for the development of the computerised real property registration
system.
• Support for the development of the LIS in different areas related to
land administration:
- Land and real property legislation,
- Systems development, communications, security,
- Integrated systems for land, buildings and legal data
- Development of the Central Real Property Databank,
- Mass valuation of real property.
Participation in Swedesurvey Projects
State Enterprise Centre of Registers also participates
in Swedesurvey projects through organizing study tours
in Lithuania for other FSU countries.
