Project
The Implementation of Land Information System in Nepal
Project was carried out by His Majesty's Government of Nepal,
Ministry of Land Reform and Management and the Department
of Land Information and Archive, in close co-operation with
the Swedish counterpart Swedesurvey.
The Nepal Government and Sida have financed the project.
The project commenced in July 1999 and was finalised in March
2002.
The overall objective of the project was to transfer
and develop knowledge about and gain experience in setting-up
a Land Information System (LIS) in a test area in Nepal as
well as to contribute with fundamental information about
land and real properties for the society. The long-term objective
of the project, beyond the execution of the project, was
to use the methods developed as a model for the introduction
of a LIS, containing both textual and graphical information,
in Nepal. The objective of the Swedesurvey input was to help
the Nepalese LIS team to start-up and support development
of the LIS through transfer of knowledge, Swedish know how
and institutional co-operation.

Transfer of knowledge and experiences was done though
a number of courses conducted both in Sweden and in Nepal
and though the inputs of the Swedish consultants working
in Nepal on short-term basis. The courses have been on Land
Information Systems, Change Management, Surveying Methods,
LIS Legislation and Archiving.
By the end of the project the design and development
of both attribute and spatial data system was completed and
the attribute system had been operational in the two pilot
districts Bhaktapur and Kaski for about a year.
Co-operation with other institutions and projects in
order to avoid unnecessary duplication of work was an essential
part of the project. The work with standardisation of geographic
information in Nepal was also initialised through workshops
with stakeholders.
The project has created awareness of the benefit and
the complexity of the development of LIS and the experiences
gained are valuable for the continued development of LIS
in Nepal.
