Land administration is the process of determining,
recording and disseminating information about ownership,
value and use of land and fixtures. In many countries today this information
is computerised
and linked with geographical information. This
makes it possible to utilise the latest GIS technique to analyse and
process the information.
An efficient system for land administration and
geographical information is important in the economic development of
a country. It is one of the cornerstones of a market economy. Therefore
the Swedish International Development Co-operation Agency, Sida, has
courses in this field in their international training programme. To
date about 1000 people have participated in Sida-courses organised by
Swedesurvey. Participants are mainly from Eastern Europe, Africa, Central
and Southern America and Asia.
Swedesurvey arranges a number of international
courses, seminars, on-the-job-training and study visits, both in Sweden
and in other countries. The aim of some is to give an overall view of
land administration and geographical information whereas others specialise
in a particular theme. Courses and seminars are often tailor-made according
to the needs of the customer. Sida finances most of the training, but
the World Bank and EU also finance some in conjunction with projects.
Over the years Swedesurvey has held annual international courses and
also a number of courses, seminars and study visits for professionals
from the former Soviet Union and other countries in Eastern Europe.

Study programmes include lectures, practical assignments,
seminars, discussions and study visits to various
authorities and agencies where different systems are presented and demonstrated.
Participants
are expected to contribute to discussions and share
their experience. Course members also work on case studies based on
their own local situation
and present appropriate solutions. This provides
an invaluable exchange of experience to the benefit of all.
Most of the training is conducted in English, but
sometimes interpreters are used.
Seminar for Top Management
Since 1995 Swedesurvey has organized an annual
two-week seminar in "Strategic Planning and Leadership for Mapping
and Land Information Organizations". The target group is ministers,
permanent secretaries, director generals and other decision-makers from
Africa, Central and Southern America and Asia.
The main purpose of this seminar is to discuss
goals for mapping and land administration organizations and to design
working strategies to achieve and follow-up results.
Six-week Course for Professionals
The course "Land Administration and Geographical Information” has
been held annually since 1987. It is a six-week course for about 25
participants from Africa, Central and Southern America and Asia. The
participants have been primarily upper and middle management and technical
staff involved in planning and implementing cadastral and land information
systems.
The main purpose of the course is to make participants
aware of the benefits of implementing or improving a cadastral or land
information system and to gain practical experience of using the latest
technology.
Land Valuation and Taxation
Swedesurvey has set focus on the importance of
good systems for land valuation to support the estate market. We have
also started a number of projects within assess-ment for taxation. In
order to meet the demand for training within this field, Swedesurvey
has developed and organised a three-week course for officials from land
valuation and taxation organisation.
