 
Support for the establishment of a modern cadastre system in Tajikistan
Institutional cooperation in land management was established between the State Land Committee of Tajikistan (SLC)
and Lantmäteriet, the National Land Survey of Sweden in September 2004 . It is financed by the Swedish International
Development Agency (Sida) and is being implemented by Lantmäteriet's overseas agency, Swedesurvey.
The project engages approx. twelve Swedish experts in expertise areas as cadastre, networks, system development,
system security, geodesy, valuation, cost recovery, legal matters, training, gender, information and management.
A resident team leader coordinates the activities. A project office has been set up in the premises of SLC in Dushanbe,
the capital of Tajikistan.
A project office has been established in the premises of SLC in Dushanbe and there is a resident team leader who coordinates
the activities of the consultants. Zoia Faraj, a systems developer and Erik Petersson, a lawyer, are also stationed in Dushanbe
and are working in the project under the Sida bilateral associate experts programme. In addition, the project employs seven
local people. These include interpreters, office staff, system/network administrators, an English teacher and a driver.
The short-term consultants include experts in areas such as cadastre, network, system development and security, geodesy,
valuation, cost recovery, legislation, training, gender, information and management. Most of the experts are from Sweden,
but expertise from other CIS countries is also engaged. These experts contribute with, amongst other things, first hand
experience of land management reform.
Objectives
The overall objective of the project is to assist Tajikistan to conduct and complete the land privatisation programme
and to lay a firm foundation for land tenure and land transactions in the future through the establishment of a modern,
self-financing land registration/cadastre system. This is expected to contribute to a greater degree of self-determination
at household level, a more positive investment climate in which the country’s land-based resources can be more effectively
mobilised, and ultimately to a higher standard of living.
